A great earthquake happened on March 11, 2011 and a 'man-made' nuclear disaster following it left eternal sorrow in Japan. The government made official declaration that the situation was fully controlled, but in fact more than 100,000 citizens have still lived in evacuation. Radioactive substances have been continually scattered in the atmosphere. Even after the Chernobyl disaster, the majority of Japanese blindly persisted in the highly-advanced civilization fueled by nuclear power and never doubted about its safety. Director Ishida was one of them. But finally he started his quest for the truth of nuclear. He was lost for words at the disaster-stricken area in Fukushima; victims refused to be interviewed; he got very poor reactions from cabinet members. Through asking questions to ordinarily citizens and experts, he also throws a question to the audience - who should take a responsibility for this devastating nuclear power accident?
