After the 11 March 2011 earthquake, the Fukushima Prefectural Board of Education issued "concurrent post” assignments to school staff, that suspended classes affected by the nuclear disaster, and put a system in place that let teachers work in another school where children transferred, while still holding their present posts. As a result, teachers couldn't remain committed to their scattered students as they wished, and were forced to travel a long distance from a place of refuge to a concurrent job location.
